hvwshe As a follow up of the workshop in Regional Training of Trainers (TOT) course on integrating HVWSHE in Southeast Asia School conducted by SEAMEO RECSAM in May 2007, under the auspices of the SEAMEO Secretariat on Promoting Values-Based Water and Sanitation Education in Southeast Asian Schools, SEAMEO-SEAMOLEC will be conducting a workshop on the development of instructional materials and lesson plan on HVWSHE for local teacher in Indonesia.

The workshop is focused on socialization and dissemination on the development of prototype of instructional materials on HVWSHE for primary school, junior secondary school, and senior secondary school. Special consideration will be given for instructional materials on the four streams, i.e., water and environmentally sustainable development; water for health, sanitation, and recreation; water, human dignity, and social equity; water in cultures, tradition, and religious practices.

As a follow up of the workshop on Developing Teaching and Learning Materials for integrating Human Values in Water, Sanitation, and Hygiene Education in Southeast Asian Schools conducted by SEAMEO INNOTECH in Dec.2006, under the auspices of the SEAMEO-UN HABITAT Cooperation Project on Promoting Values-Based Water and Sanitation Education in Southeast Asian Schools, SEAMEO-SEAMOLEC conducted a progress check workshop on the development of instructional materials and lesson plan on VBWSE.

The workshop is focused on reviewing the progress on the development of prototype of instructional materials on VBWSE for primary school, junior secondary school, and senior secondary school. Special consideration will be given for instructional materials on the four stream, i.e., water and environmentally sustainable development; water for health, sanitation, and recreation; water, human dignity, and social equity; water in cultures, traditions, and religious practices. The workshop was done at Jakarta on 31 January-2 February 2007.

Background and Overview

vbwse31.jpgHuman Values in Water, Sanitation, and Hygiene Education was introduced to representatives of the Ministries of Education in Southeast Asia during the Consultative Workshop on Values-Based Water Education convened by the Southeast Asian Ministers of Education Organization (SEAMEO) Secretariat, the United Nations Human Settlements Programme (UN-HABITAT), Asian Development Bank (ADB) and hosted by the Department of Education of the Philippines in November-December 2003. The Consultative Workshop led to the formulation of a proposed Ministerial Declaration on Values-based Water Education. The Southeast Asian Ministers of Education Council, during the 39th SEAMEO Council Conference in Brunei Darussalam in March 2004, formally adopted the Declaration.

vbwse11.jpgThe project builds on some of the strategies identified in the SEAMEO Declaration on VBWE (including sanitation and hygiene) as well as the experiences gained in introducing Values-based Water Education in Africa. As such, it is envisaged to serve as a demonstration project for effective Values-based Water and Sanitation Education practices in Southeast Asia.

vbwse21.jpgRapid urbanization and industrialization in Southeast Asian countries make a compelling case for the need to develop a new water use ethic among the future citizens of the region. Even as the region is blessed with adequate (at times more than adequate) water, sustainable use of water resources should be encouraged among young people to develop desirable attitudes and effect behaviour change in the use of water.

vbwse51.jpgThe Cooperation between UN-HABITAT and SEAMEO seeks to promote Values-Based Water and Sanitation Education among Southeast Asian Schools. The project is being implemented on two tracks: (1) Development of an Assessment Protocol on Water and Sanitation Facilities in Schools and (2) Integrating Human Values in Water, Sanitation and Hygiene Education in Southeast Asian Schools

vbwse4.jpgWithin the framework of the project, a Regional Project Planning Workshop was convened by SEAMEO on 22-24 November 2005 at The Regent, Cha-Am, Thailand. Representatives from eight SEAMEO member countries reviewed country experiences relating to water and sanitation in schools. The workshop developed an initial draft of the assessment protocol for developing a profile of the state of water and sanitation facilities in the schools in the region. The workshop participants also brainstormed ideas for teaching/learning materials that integrate human values in water, sanitation and hygiene education, identified teacher competencies needed for integrating human values in lessons and identified science, mathematics and combinations of social studies/values/arts etc as the core learning areas where human values will be integrated.
